I've been recently been playing around with the idea of having a moving elevator on a trigger with a person inside for my Aximmetry project and was wondering whether there was a way to make billboards movable on a trigger similar to the elevator?

It is possible to move the billboards or have an elevator effect.
Here are some simple ideas if you are using Virtual Camera:

If you are using tracked Camera, then you will probably want to edit the Camera compound like here in the last comment:

But instead of connecting a tracker to the billboard transformation, you will probably want to set up something like this:
