Tried doing this twice and installing in a different directory, no luck. Still not found.

You could try fixing the WMI (Windows Management Instrumentation) service like it is discussed at the end of this thread: https://my.aximmetry.com/post/3091-error-failed-to-start-not-found

Also, make sure that the anti-virus protection of Windows or other software is not blocking or quarantining something from Aximmetry.
