I think maybe you could try adjusting all your resolutions to match the output you're syncing to, which should fix the issue. Or vice versa.

I changed rendering to 4k but It's not working, Resolution is not relavent in my thoughts.

That's strange. I'm also using a 29.97 sync signal with 4K resolution and haven't had this issue. I see the 5090 output you're trying to sync is 2560x1440. Perhaps you could change it to 2160p or uncheck sync first? You might also need to adjust the frame size to match the resolution.

i did but laptop is out of latency and FPS dramatically drops

Perhaps your input load is too high? I suspect it's caused by inputting four 4K frames at once. Try testing with a single frame input and a lower resolution. Try starting with a single 2K frame input and lowering the rendering resolution to 2K to see if that alleviates the performance pressure. It's possible your CPU is being overloaded.

You need to match the input frame rate to the output frame rate. Why are you using low latency mode and why have you lowered the in-to-out latency? Start by setting sensible values. It might very well be that three camera inputs and one output exceeds your availability PCIE bandwidth for the Decklink. What computer are you using?
