Is it possible to have camera tracking together with talent/"billboard" tracking with one machine? Has anyone tested it out?

Hi,
Yes, it is possible. I don't even know anything that would make it impossible.
However, if you are using software-based optical talent tracking then you might need to consider how much GPU will that software consume. If the software consumes lots of GPU, then it can limit how well you can render your virtual world. And in that case, you could consider using an extra computer just for that software. This is especially true when the software uses AI to process the camera's image.
