Note, that you are actually tracking the camera and not the billboard. When you switch to the Use Billboards option, you need to determine the position of the billboard's plane in the virtual world. Since there is no straightforward way to tell where is the talent compared to your camera in the real world, you have to set a static position for the billboard by default.
