I cant suggest you tutorial since I cant find any at the time when I needed something exactly like this, but in the end we did it with some simple blueprints. In short I've created cubes with pivot points on bottom and we scaled height with data from live csv file that was in aximmetry. In the and I've mapped data to map with regions, color coded them with party, in this example with color of candidates.

You can start with the free Unreal Data Charts plugin. I had to modify a little its blueprint to trigger it from Aximmetry. It uses a csv file as data source. You can also use Aximmetry objects over an Unreal scene, there is a demo scene provided with aximmetry.
