Does turning of nanite mesh on objects in front of the billboard fix the issue?
You can turn off nanite on individual meshes by selecting the actor, then double-clicking on the mesh:
And then in the StaticMesh Editor, disable Enable Nanite Support:

Yes it is a MAWI map. I tried turning off nanite support on objects in front of my billboard, but I still get the same issue.

You need to reapply them if you changed the DefaultEngine.INI file.
Do you see the white edges when Allow Virtuals is turned On or Off:
And with Light Warps turned Off:

I tried all the above of what you suggested, but still the same error. Here's a video of it happening. And if you look closely there's actually a white and black edge that is happening.

One more thing you could try is turning all these parameters off in the Billboard:
There is a slight chance that Render To Depth causing this.
If it still happens after this, you could send the scene to sales@aximmetry.com and refer to this forum post and we will investigate the issue in-depth.

Is this a MAWI scene? I’m seeing like a of gnarly rendering artifacts in Aximmetry with scenes using Lumen and Nanite. Aximmetry needs to start testing their releases on a much wider variety of scenes in the future, to avoid this happening again.
