Also I have another anomaly. I position my virtual scene and frame up my talent (in front of green screen). When I then enable Billboards, my scene changes position. I can reposition my virtual scene, but unable to reposition my talent.

I'm lost :)

If you are not using Lock To Camera, you can change width and height with the Transformation's Scale:

If you are using Lock To Camera, you can change width and height with Locked Width and Locked Height:

You are probably experiencing different camera position when the Billboard enabled cause a modified Camera VR Path.
Make sure you did not edit VR Path by changing to Trk. And If you want, delete the edited Path by selecting the desired Camera VR Path then click A and then click on x:

By deleting the camera paths and starting with a clean state, I can position the scene and the scene doesn't change when I enable Billboards.

I've used the Locked to Camera and transformations in the my previous attempts without success. However, by deleting the camera paths and I can easily position the scene and billboard.
