I need to emulate walking across a road, so I want to move the virtual camera along with the billboard.
So I tried this(img below), but the billboard is far from the virtual camera and moves in different direction, basically is behind the objects so I cant see the billboard and the billboard moves when I move the camera but is not consistent, how could I have it close to the camera and moving at the same time, any advice?

That screenshot looks like it is inside of a tracked camera compound.
If you are using tracked camera compound, one thing you could consider, that instead of moving the camera and the billboard, you move the whole scene towards the opposite position. You can find the transformation of the whole scene here:
