If it is possible to reorder pins directly on the Unreal module in Aximmetry, then that is a bug. However, I am not sure whether your screenshot shows that, or whether it shows the reordering of pins of a compound, which is normal behavior and not a bug.
Otherwise, the visible pin order of the Unreal Project module in the Aximmetry Flow Editor can be controlled through the Unreal Blueprint node’s Order Index pin. Higher Order Index numbers move pins lower in the list, while pins with an Order Index of 0 are always placed at the end.
