In my project, both the CPU and GPU utilization rates are very high in the processor load, but they do not appear to be very high in the task manager.

You can’t trust the Windows task manager here. It’s not that you have unused resources, the Aximmetry meters are accurate indicators for the performance when rendering everything at a stable frame rate. Most common mistake is to look at the combined CPU usage across all CPU cores in the task manager, failing to realize that the performance is limited by the highest single cpu core load. This type of real-time rendering don’t really use multiple cores efficiently, so a workstation beast that works great for video editing or offline 3D rendering could permform much worse than an inexpensive gaming PC.
