As the title, can I just using GPU as video output? If I need a video in 50p or 25p, do I need to buy a up down conversion card or I just setup in windows? Any quality issue?

Yes, you can. Aximmetry doesn't give you the option to use an output port (HDMI/DisplayPort) from your graphics card if it's not recognized as a monitor in Windows.
You don't need a conversion card, just specify the right signal settings and you should be good to go.
