Text File module didnt support txt file with arabic text

I have txt file containing some Arabic text and save as utf-8 but when adding it to Text File module it show wrong text.

The text file must start with the UTF-8 BOM (EF BB BF) to be considered as UTF-8 by Aximmetry.

Otherwise it considered as ANSI encoding with the current Windows default ANSI codepage.
