No, currently you cannot do that.
Note that there's no "NDI protocol" for controlling PTZs. NDI is a video sharing system. The Wirecast example you sent uses the VISCA protocol.
It's in our backlog to support PTZ control via VISCA, but it's not been implemented yet.
